No. Coby does not support their devices for very long and does not issue updates for their Android tablets. You could install a custom rom such as Cyanogen 9 or 10 if you want to update.

It actually is running android. It just does not have the android app store. A lot of budget devices are like that. You can root it (at your own risk), and get the android app store on it in about 10 minutes.

Most tablets only go up to 2.3, you have to buy one with Honeycomb on it. Most places will let you upgrade from Honeycomb to ICS. Just get the newest one, Coby 9742-8 or the 1042 when it comes out April 23rd. My gf has the 9742-8 its a great tab, it has 4.0.3 and I play Shadowgun on it no problem. First runs of Acer Iconia A510 are having freezing issues, I was going to get it but decided to wait glad I did.

The Google Play/Android Market root is only available for 2.3 Android, you should check the android blogs, and wait for one for the 9742-8 and 10" model 1042. You can use Amazon App Store for now. The 10" comes out April 23rd.

@whyimihereforlifelol I followed a video by a youtuber named "thekwa". Video Titled "How To Install Android Market on Colby MID7127". I wasn't able to post the link in this comment. I'm pretty new to this type of thing, so the best I can do is point you in another direction. I prefer the Amazon App store for my Kyros, It's easy to find the Amazon App APK file.
